The Seoul Metropolitan Government provides guidance and conducts inspections of public sanitation businesses, including building sanitation management businesses, on compliance with facility and equipment standards and sanitation management standards. Dongjak-gu carried out a self-inspection of public sanitation businesses including building sanitation management businesses in 2026, and has announced on-site inspections in the second half of the year for businesses that fail to submit or that submit false information.

Therefore, if you are starting a cleaning business, business registration alone is not enough to consider.

“It is a cleaning business — is a separate filing really required?”

This is a question we are asked often.

A business that performs cleaning and similar work to maintain cleanliness and purify indoor air in buildings or facilities used by the public may fall under a building sanitation management business under the Public Health Control Act.

And if you operate a building sanitation management business without filing a business report even though it is subject to filing, you may face imprisonment of up to one year or a fine of up to KRW 10 million.

Rather than thinking “I will register the business first and file later,” it is important to first confirm whether your actual business activities fall under a building sanitation management business.

How we actually proceeded

For this case, rather than submitting the filing immediately, we focused on resolving the points that could become problems before filing.

STEP 01. Review of the business and premises
We checked the business activities and the documents relating to the premises, and reviewed the basic requirements for the building sanitation management business filing.

Under the Enforcement Rules of the Public Health Control Act, the facility and equipment standards must first be met, after which the report is submitted together with an outline of the business facilities and equipment and, where applicable, a training completion certificate.
